In Cyprus, there are National Russian rights of a new model. These are such rights that are made in the form of a card, and are now issued to all drivers in the Russian Federation. They are fully compliant Vienna Convention on road traffic of 1968, have an international format according to this convention, and are recognized in Cyprus as completely legal.
They differ from the old-style Rights, which have not been issued in the Russian Federation for many years, in that all the fields on them are numbered, and the signatures themselves are duplicated in Latin, or, as it is not quite correct to say, in English letters.
However, National Russian rights, although they fully comply with the international requirements of the Vienna Convention, are not a real international driving license (IDP). IDP is issued in the Russian Federation at the request of the driver in addition to the Driving License and is valid upon presentation together with the Driving License. To obtain them, you do not need to re-pass the exams, you can simply contact the MFC, traffic police or the website of Public Services to obtain them. Their cost in the MFC or in the traffic police is 1600 rubles, when ordering through the website of Public Services, a discount is provided, and then they will cost you 1120 rubles.
The presence of an IDP is not mandatory for car rental and management in Cyprus however, some unscrupulous rental companies deliberately prescribe in the conditions the requirement for the presence of IDUs in order to use their absence as an excuse to refuse to issue a car and leave the prepayment for booking to themselves, or to impose additional insurance. Therefore, carefully read the company's terms and conditions before booking a car.
Also, IDUs will be needed if for some reason you have old-style Russian rights. To distinguish the rights of the new sample from the old, just check whether the fields are numbered in them, and whether their value in English is duplicated.
