Now, without a foreign passport — you're not going anywhere. We've crossed the border at Psou with children many times, and we want to warn you about mistakes and tell you everything as it is. Key changes in 2026 for children: no more birth certificates

Important! The media is widely spreading information that entering Abkhazia with children under 14 in 2026 is possible not only with a foreign passport, but also with a birth certificate. Such a statement was indeed made by an official, but there is no document yet that actually allows leaving Russia for Abkhazia with a birth certificate.

What happens in practice: at the land border at the Psou checkpoint, children under 14 are currently being allowed through with a birth certificate. However, the sale of train and plane tickets for children under 14 is only possible with a foreign passport.

We are monitoring the situation and will definitely report any changes.

For children over 14, the rules remain the same: they can travel with their own Russian domestic passport. But if a teenager already has a foreign passport, they can use that too.

There is also good news: Russian children do not need a visa for Abkhazia, just like adults. Border guards don't ask for any additional permits, the main thing is that the set of documents is complete.

Important! If your child is traveling with grandparents, a coach, or other relatives (not parents), in addition to a foreign passport, a notarized power of attorney (consent) is required. We'll cover this in detail below.

What documents does a child need in 2026?

We're used to entering Abkhazia with a Russian passport, but for children, it's stricter. Here's a complete list of what a child must have when crossing the border at Psou:

A birth certificate is no longer needed, but it's better to take it just in case if the passport was just issued and has no stamps.

Please note: if you have an old-style foreign passport (valid for 5 years) and your child is entered with a photo, then such a passport works as a document for both the parent and the child. In this case, the child does not need a separate foreign passport, but the insert with the photo must be present. If there's no photo, even if the child is entered, they need their own foreign passport.

Power of attorney for a child's exit: when and how to get it

There's always a lot of confusion around powers of attorney (exit permits). Let's break it down.

If a child travels with one parent

The most common case: a mother is taking her daughter, while the father stays home. Is a notarized consent needed from him? No, it is not. Neither Russian border guards nor Abkhazian ones require a power of attorney from the second parent if the child is crossing the border with at least one parent. This rule applies to Abkhazia as well.

But there's a nuance: if the child and parent have different last names, it's better to bring the birth certificate (or a copy) to avoid questions. Although legally last names may not match, in practice border guards may nitpick. We always carry the original.

If a child travels without parents (with grandparents, coach, aunt, brother, sister)

This is where a notarized power of attorney (permission) is mandatory. Without it, the child simply won't be let out of Russia. Even if a grandmother is taking her grandson and the parents are aware and have given verbal consent — border guards will require a document with a seal.

What should be included in the power of attorney:

  • Child's full name, date of birth, passport details.
  • Full name of the accompanying person, their passport details.
  • Country of destination (you can specify "Abkhazia" or a general phrase "to any country", but it's better to be specific for Abkhazia).
  • Duration of the trip (dates or period).
  • Notary's signature and a note that the parents give their consent.

The cost of a power of attorney is about 1000–2000 rubles in different regions. It's better to get it in advance, so you don't have to rush at the last moment. It makes sense to immediately specify the maximum validity period of the power of attorney until the child comes of age, so you don't have to do it every year and spend money. The power of attorney is issued by one of the parents, which is provided for in Article 20 of Federal Law No. 114-FZ of 15.08.1996 "On the Procedure for Leaving the Russian Federation and Entering the Russian Federation":

Article 20. A minor citizen of the Russian Federation may leave the Russian Federation together with one of his legal representatives, if the other legal representative has not submitted a statement of disagreement with such exit, provided for by part one of Article 21 of this Federal Law. If a minor citizen of the Russian Federation leaves the Russian Federation unaccompanied by his legal representatives, he must have, in addition to his passport, a notarized consent of one of the legal representatives of the minor to the exit of the minor citizen of the Russian Federation, and the notarized consent may specify the exit period and the state (states) which he intends to visit.

Car, child seat and insurance

If you're driving to Abkhazia in your own car, there are additional car-related issues with children.

Child car seat. According to the traffic rules of the Russian Federation and Abkhazia, children under 7 years old must be transported in a child seat. For children aged 7 to 11, they can be secured with a standard seat belt in the back seat, but it's also better to use a booster or a seat. They may check at the border, but this is usually done at traffic police posts inside the country. But we recommend not taking risks: mountain serpentines and Abkhazian roads require safety.

Car insurance. At the border, after passing passport control (already on the Abkhazian side), there are kiosks where you can buy mandatory OSAGO insurance for foreign cars. The cost depends on the period: 1000 rubles for 15 days, 1500 rubles for a month. A car without such insurance may be fined, not only in Abkhazia but also upon returning to Russia, traffic police sometimes check.

Separate medical insurance for children is not mandatory, but we strongly advise getting it. Medicine in Abkhazia is not great, and if something happens, it's better to be insured. Children under 6 years old may not be insured by law at the border (they are exempt from paying the fee), but normal insurance policies cover them too. Read about insurance in Abkhazia.

Frequently asked questions and pitfalls

We've gathered the questions parents ask most often and answer them based on our experience.

Is the child entered in the parents' foreign passport? What does that give?

If you have an old-style passport and the child is entered with a glued-in photo, then they don't need a separate foreign passport. But this rule hasn't changed since 2026 — the main thing is that the photo is present. If there's no photo, an entered child is not considered a travel document.

Is consent to exit needed if one of the parents objects?

Formally, if one parent writes a power of attorney and the second does not give consent, then the child cannot leave. But if the parents are divorced and the second doesn't object, the power of attorney is issued by both. In disputed situations — only through court.

Can I enter Abkhazia with a domestic passport if the child is entered in it?

No, a Russian domestic passport is not a travel document for crossing the border, even for Abkhazia. For a child under 14, now only a foreign passport.

Our experience crossing the border with children

We've driven to Abkhazia with children of different ages three times. The last time was last year, just before the new rules. Let's say right away: crossing the border at Psou with children is not as scary as it seems. Yes, there are queues, especially in summer, but if you prepare the documents in advance, everything goes quite quickly.

What we particularly liked: Abkhazian border guards are usually lenient with families. If a child is small, they may let you through without queuing. But they are strict with documents, especially on the Russian side when leaving the Russian Federation: they ask for powers of attorney, compare the surnames of parents and the child, and may question the child to establish family ties. For this occasion, we always carry a birth certificate.

In our opinion, the main thing is not to panic and lay out all the papers in advance so you can quickly retrieve them. Especially if you're traveling by car: when leaving the Russian Federation, you need to get out of the car and go through passport control, then get back in and drive to the Abkhazian side. There, you get out again if told, but usually documents are checked right while you're in the car. If you have several children, it's a small logistical challenge, but it's solvable.

понятно, что сейчас ситуация с новыми правилами очень запутная и неоднозначая, но елси по простому, то ситуация такая: 1. С января официально детей до 14 лет из РФ без загранпаспорта не выпускают. 2. Дальше было заявление официальных лиц, что для Абхазии сделают послабление в этом вопрос и разрешат ездить как и раньше по свидетельству о рождении, но официального документа о послаблении опубликовано не было. 3. На практике в настоящий момент на сухопутной границе (на машине, такси, экскурсионных автобусах) пропускают по свидетельству о рождении. 4. Но для поездки на поезде или автобусе свидетельство не подойдет, потому что просто не получится купить билет, их с января продают только по официальным правилам по загранпаспорту.

Строго говоря, на всякий случай еще раз отмечу, без загранпаспорта на сухопутной границе пропускают, но билеты на поезд и самолет без загранпаспорта не купить.
