Briefly: Main Entry Rules for Abkhazia in 2026

Here's the most important thing you need to know about entering Abkhazia:

  • Russian citizens over 14 years old can enter Abkhazia with an internal or foreign passport.
  • After January 19, 2026, children who are citizens of the Russian Federation under 14 years old can no longer leave the Russian Federation using a birth certificate. Therefore, for a trip to Abkhazia, they will need to obtain a foreign passport or be included in their parents' foreign passport (5-year passport, with a photo insert and FMS marks).
  • Citizens of other countries (including Armenia, Belarus, and other former USSR countries) can only enter with a foreign passport.
  • A visa for Russians for a stay of up to 90 days is not required, no documents need to be prepared in advance or at the border.
  • Citizens of other countries can enter Abkhazia without a visa (except for citizens of Georgia) as part of an organized excursion group for a period not exceeding 24 hours.
  • Citizens of Kazakhstan can enter Abkhazia without a visa for up to 14 days (full list and terms here), citizens of Belarus for up to 30 days. Everyone else needs to obtain a visa in advance online via email (theoretically, as stated on the embassy website, but in practice it's different, read below).
  • If you have turned 20 or 45 years old, you can enter Abkhazia with this conditionally expired Russian passport for another 90 days after your birthday (more details here).
  • When crossing the border with a foreign passport, an entry stamp into Abkhazia is not affixed (but it can be affixed upon your request).
  • For a trip with a child accompanied by one parent, a power of attorney is not required; when traveling without parents, even with relatives, a notarized power of attorney is mandatory.
  • When traveling with a minor child, also take their birth certificate with you; it may be requested at the border to establish kinship.

The visa regime of Abkhazia for Russians is very simple: visa-free visits to the country are provided, and with an internal Russian passport. However, Abkhazia is an unrecognized state by the international community, and therefore, entering it creates problems with subsequent visits to Georgia, including criminal liability. All Checkpoints on the Border with Abkhazia: How to Enter from Russia and Georgia

Currently, you can enter Abkhazia by land through two border checkpoints:

  • The "Psou" checkpoint on the border with the Russian Federation (from the Georgian authorities' point of view, this is an illegal border crossing), see Psou checkpoint on the map
  • The "Enguri" checkpoint on the border with Georgia (for foreigners, including Russians, this is only a pedestrian crossing), see Enguri checkpoint on the map

Also, during the season, you can get there by ferry Sochi-Gagra and Adler-Gagra. If you travel by ferry, all the same conditions and restrictions apply as when passing through the Psou checkpoint.

It is very important to leave the republic through the same checkpoint through which you entered, otherwise you automatically become a violator of Georgian laws with the impossibility of further visiting Georgia.

How to Cross the Russia-Abkhazia Border: Step-by-Step Instructions for the Psou Checkpoint

Crossing the border with Abkhazia from Russia at the Psou border crossing is arranged just like any other land border crossings, i.e., there are no special indulgences or 'semi-borders' here; it's a completely full-fledged border. And this means that the crossing involves crossing two borders: the Russian and the Abkhazian.

The general sequence from the Russian side is as follows: first, you go through the exit customs control on the Russian side, then passport border control, then you move on foot or by vehicle through the buffer zone and the bridge over the Psou River to the Abkhazian side, and there you go through passport and customs control for entry into Abkhazia. In the opposite direction, everything happens in the reverse order.

When leaving the Russian Federation, a mandatory check is carried out for a travel ban, including those imposed by bailiffs due to debts. Customs control is selective, and in practice, they don't particularly 'nitpick' tourists over minor violations. When entering Abkhazia, it's even simpler, and they look at almost nothing there, unless you arouse serious suspicion. However, at Russian customs, they are quite strict about the transport of fuel: there should be no more than 20 liters, excluding that contained in the tank. What Documents Are Needed to Enter Abkhazia?

Attention! After January 19, 2026, exit to Abkhazia and other countries from the Russian Federation for children under 14 years old using a birth certificate will be prohibited. For a child to exit, you will need to obtain a foreign passport or include them in the parents' foreign passport. At the same time, for children over 14 years old, it remains possible to continue to exit using an internal Russian passport. Therefore, do not forget to arrange the following for the child in a timely manner before the trip:

  • an internal Russian passport, if the child will already be 14 years old at the time of exit.
  • a foreign passport of the Russian Federation, if the child will not yet be 14 years old at the time of exit.

Citizens of the Russian Federation can enter not only with a foreign passport but also with a Russian internal passport (only through the Psou checkpoint). Citizens of other countries require a foreign passport.

For children, a birth certificate or a foreign passport is required. For children leaving the Russian Federation without parents, accompanied by other relatives or guardians, a notarized power of attorney for the child's exit from the other parent/parents is required.

According to the Law "On Compulsory Accident Insurance for Foreign Citizens and Stateless Persons Arriving in the Territory of the Republic of Abkhazia," upon crossing the border at the Psou checkpoint, compulsory insurance is carried out for foreign citizens (except for tourists who bought a tour and insurance at a travel agency; children under 6 years of age; persons working in Abkhazia under employment contracts or on official business trips). Insurance is carried out directly at the checkpoint. The sum insured is 30,000 rubles, the cost for a period up to 3 days inclusive – 30 rubles, for a period up to 30 days inclusive – 250 rubles, for a period up to 183 days inclusive – 750 rubles. However, insurance fees are not collected upon entry, but there is no official information yet about the repeal of the law.

For entry by car you must have:

  • an international driver's license (Russian licenses are valid)
  • vehicle registration certificate
  • for someone else's car, a general power of attorney is needed, in which a separate clause permits exit outside the Russian Federation

Car insurance is not required at the border crossing. However, for traveling on the roads of Abkhazia in a vehicle with foreign license plates, a temporary insurance policy with coverage of 120,000 rubles must be taken out. Its absence first results in a warning, and for a repeated violation, a fine. The price of insurance for all passenger cars is the same:

  • 1000 rubles – 15 days
  • 1500 rubles – 30 days
  • 2500 rubles – 3 months
  • 5000 rubles – 6 months
  • 8500 rubles – 1 year.

Insurance can be purchased at https://strahovanie-abkhazia.ru/, but it may not open from the Russian Federation due to widespread RKN blocks, so you may need to use bypass tools. If it doesn't work on the site, you can buy a policy on the spot after the Psou checkpoint; they are sold 24/7, everything is done quickly, payment in cash or by card. But there they often trick tourists into buying life insurance for an additional fee, and without it, they won't sell the auto policy. Fortunately, there are several other insurance registration points around the country; their addresses are on the website mentioned above.

Who Doesn't Need a Visa to Abkhazia: Visa-Free Countries and Rules

Citizens of the following countries have the right to visit Abkhazia without a visa:

  • Russia - for up to 90 days
  • Pridnestrovian Moldavian Republic – for up to 90 days
  • Republic of South Ossetia – for up to 90 days
  • Nicaragua – for up to 90 days
  • Tuvalu – for up to 90 days
  • Belarus – for up to 30 days
  • Kazakhstan – for up to 14 days

Also, visa-free entry is allowed for citizens of all countries (except Georgia) as part of an organized excursion group for a period not exceeding 24 hours!!! This allows you to visit Abkhazia on an excursion from Sochi, Sirius, and other resorts in the Krasnodar Territory without any visa formalities, just with a valid passport.

Visa-free entry is only possible through the Psou checkpoint on the border of the Russian Federation and Abkhazia (in Sochi), or by ferry from Sochi to Gagra. Citizens of the Russian Federation can enter through this checkpoint with ordinary internal Russian passports.

But the problem is that Georgia considers Abkhazia its occupied territory, and therefore, if you enter here through the Psou checkpoint, which is not controlled by the Georgian authorities, you automatically become a violator of its laws and will have problems with any subsequent possible entry into Georgia. Therefore, citizens of the Russian Federation should visit Abkhazia through this checkpoint with internal Russian passports, because in that case, no stamp is placed in the passport, and you can later enter Georgia calmly with a foreign passport. But under no circumstances should you then try to enter Georgia from the territory of Abkhazia through the other checkpoint, Enguri, as you would also become a violator.

Obtaining a Visa to Abkhazia: Step-by-Step Instructions for Foreigners

Since Abkhazia is an unrecognized state and has no consular offices in other countries, permission to obtain a visa (but not the visa itself) must be obtained in advance by email at visa@mfaapsny.org or by fax. Application review takes up to 7 days. After receiving the permission by email, you cross the border with this permission, and the visa itself is issued already on the territory of Abkhazia upon application to the Consular Department in Sukhum, Zvanba St., 9. Phone +7 840-226-39-48.

In practice, based on real tourist experience, you may not receive a response to your email application. In that case, you can simply enter the country and apply for a visa in Sukhum at the above address within three days. However, note that theoretically, attempting to enter without permission may be grounds for refusal of entry.

Entry into Abkhazia with visa permission is theoretically possible through both checkpoints, but when entering from the Russian Federation through the Psou checkpoint, you automatically become a violator of Georgian laws. Therefore, if you do not want to have problems with visiting Georgia later, you should enter and exit with a foreign passport and visa permission only through the Enguri checkpoint.

Attention! Entry of Russians through the Enguri checkpoint is prohibited. The situation is constantly changing; you can check the current information by phone or email with the Abkhazian consular department (see contacts below).

So, in summary, the procedure for applying for and obtaining a visa to Abkhazia is as follows:

  1. Send a scanned copy of your foreign passport and a completed application form (the form is available on the Abkhazian MFA website) or fill out the form here – https://mfaapsny.org/ru/consular-service/permission/ by email visa@mfaapsny.org or fax +7 840-226-39-48. The passport's validity period must be at least 6 months from the date of entry.
  2. Wait for notification of visa issuance or refusal (usually no more than 7 days). Print the notification in two copies and take them with you.
  3. Cross the border of Abkhazia with your foreign passport and the printed notification.
  4. Once in the country, apply to the Consular Department at Sukhum, Zvanba St., 9 (tel. +7 840 226 39 48) to obtain the visa within three days after crossing the border. Before this, you must pay the consular fee at an Abkhazian Sberbank branch or at a payment terminal on site.

Entry to Abkhazia via Georgia

You need to enter Abkhazia via Georgia if you plan to visit Georgia in the future, since entering Abkhazia through the Psou checkpoint from Russia automatically makes you a violator of Georgian laws. The exception is citizens of the Russian Federation, who can 'hide' their visit to Abkhazia from the Russian side by entering with internal Russian passports.

Entry via Georgia is through the Enguri checkpoint. This checkpoint is strictly open from 08:00 to 19:00. For foreigners (including Russians), it is pedestrian only; you cannot drive through by car. Tourists enter by taking public transport to the checkpoint, and after the checkpoint, transferring to public transport again in Abkhazia. There is no through public transport across the checkpoint.

Of course, you must first enter Georgia and obtain permission to enter the territory of the republic from the Abkhazian consular department by email or fax, as for obtaining a visa (see above). With this permission and your foreign passport, you can proceed to the Enguri checkpoint; no stamps are placed in your passport. You must also exit through this checkpoint, otherwise it will be considered a violation.

After entering from the Georgian side, once in Abkhazia, you must apply to the Consular Department at Sukhum, Sakharova St. 33 (tel. +7-840-226-39-48) to have the visa affixed to your passport within three days after crossing the border.

Registration at Place of Stay

There is an official rule in Abkhazia: "All foreign citizens who stay for more than 14 days in the territory of the Republic of Abkhazia must register at their place of temporary stay, at their address of stay in Abkhazia." The registration fee is 200 rubles, paid once. When checking into hotels, registration is done automatically by entering you into the registration book upon check-in, and the hotel itself transmits this information electronically.

However, if you check into private accommodation, a campsite, or stay wild, theoretically you should appear in person at the Abkhazian Ministry of Internal Affairs and register. In practice, this requirement is currently poorly controlled and not fulfilled by tourists. At least, we have not come across information about guests of the country having problems related to this issue. Perhaps the situation will change in the future and fines will be issued for failure to register. We are monitoring the situation, and if it changes, we will supplement this information.
