For the most budget accommodation within the city you will have to pay from 5000 rupees (15.23 USD, see currency of Sri Lanka, exchange rate), a more or less comfortable room costs from 7000 rupees (21.32 USD). There are beautiful hotels in old colonial mansions, where accommodation is even more expensive. Budget accommodation options for the type of hostels are very few.
Budget hotels in Nuwara Eliya should be booked in advance, at least a couple of weeks before arrival. During the Sri Lankan New Year period in the month of April and the bank holiday weekend in August, it is best to book altogether a couple of months in advance of your trip. Prices in April and August rise two or three times, and there is a chance not even to find accommodation in the center.
Another important point is that hotels in Nuwara Eliya are not heated, and at night it is cool even in the warmest months. Do not hesitate to ask the hotel staff for extra blankets if you feel cold. Also, most hotels offer electric heaters in the room for a fee.

As for choosing a place for a hotel, it is best to settle closer to the city center. It is the area around Victoria Park and the bus station. But keep in mind that very close to the center, near the bus station, it is very noisy, crowded and dirty, you can forget about a quiet rest there. You can also stay in the area of the lake or other places, just not on the outskirts, otherwise for walks in the city you will have to go quite far. There are also many hotels scattered throughout the province of Nuwara Eliya, located dozens of kilometers from the center. If you are not specifically looking for solitude with nature and silence, it is better not to stay in such places.
And yet, upon arrival in the city at the railway station and bus station, tourists are met by "helpers" with offers of their hotels. It is better to refuse their services as they add a commission to the cost of living, and they may well settle you in a hotel "near the center" ten kilometers from it.
