Where to buy a SIM card: step-by-step purchase instructions (personal experience)

You can buy a SIM card in Sri Lanka at one of the two international airports in Colombo or Hambantota (Mattala Rajapaksa). There are company offices and travel agency representatives there who offer SIM cards with ready-made tourist packages, and without resale markups. You can buy a SIM card right here, and then just half an hour after arrival you will have inexpensive local connection, and this is, of course, convenient.

Counters at the airport selling SIM cards

You can pre-select one of the tariffs for yourself so you don't have to think for a long time on the spot.

  • Here is a step-by-step guide on how we buy at the airport:

    • We usually choose Dialog, since we are familiar with this operator, but you can also choose Mobitel as an option.
    • Install the MyDialog app at home in advance.
    • At the airport counter, one of the SIM card + tariff packages specially prepared for tourists is offered. We advise choosing as follows:
      • For 2-week trips choose the Tourist plan 20Gb for 1399 rupees (approximately 4.23 USD). This will be enough to always stay connected and freely use the internet and navigation. But for work and watching a lot of videos, this is not enough.
      • For trips for 2-4 weeks choose the Tourist plan 30Gb for 1799 rupees (approximately 5.44 USD) or Tourist plan 50Gb for 2450 rupees (approximately 7.4 USD).
    • To purchase, you need a passport and cash; you can exchange dollars or euros right at the airport at an acceptable rate. But it is not necessary to exchange the entire amount at once; you can exchange the rest a little more profitably at the resorts. There is a terminal for bank cards at the counter, but the Unionpay card didn't work for some reason, but it might have been a temporary problem.
    • There are sometimes queues at the counter, so allow 20-30 minutes before calling a taxi or transfer.
    • There are cases when instead of the chosen tariff, they slip another one, with less capacity. Therefore, after registration and installing the SIM card in the device, right there without leaving the cash desk, check if the internet is working and what tariff you were given. To do this, you need to dial the USSD code *#456#, and you will get all the information. It's even better to connect the SIM card in the MyDialog app (we install it at home), and you will immediately see everything there in your personal account.
    • Don't forget to check before leaving!!!, that you didn't leave your home SIM card and passport with the seller.

  • Buying a SIM card in cities and resorts

    If you want to save money, you can buy a local prepaid (non-tourist) SIM card in Mobitel or Dialog offices in cities and resorts. But to be honest, there is not much point in this, since at the airport in the official office you will also get a SIM card at the official price without a markup, the difference will only be in the ability to choose other cheaper tariffs.

    There are many offices, especially in Colombo, Kandy, Galle, but in some resort areas they are not available. For example, they are not in Unawatuna, so you will still have to buy a tourist SIM card in shops there. Therefore, we advise you to check the availability of offices at your vacation spot using Google maps by searching for Dialog or Mobitel.

    To buy a SIM card, you need a foreign passport, and they will also take your photo. Registration and card activation takes 5-10 minutes.

    Theoretically, SIM cards are sold "for free", but in practice, we couldn't get an empty SIM card at sales points. Usually, SIM cards are sold to foreign tourists for a fee with a pre-installed package of tourist services.

    There is an option to order and receive a free empty SIM card on the Dialog website and pick it up at a selected office, including at the airport, and then top up its balance and choose a suitable tariff for you. We tried this method with picking up the SIM card at the airport, it really works, but from a practical point of view, it doesn't make much sense, since you can buy a SIM card there with a tariff without a markup for the SIM card itself.

Several operators work in Sri Lanka, among which the two largest are Dialog and Mobitel.

  • Dialog provides wider coverage and better connection quality, but prices are slightly higher. Website - https://www.dialog.lk/
  • Mobitel is constantly catching up with Dialog and is slightly inferior in quality, but the prices are a bit lower. Website - https://www.mobitel.lk/

There are also Hutch and Airtel, but they are much less represented, so you might not even consider them.

The two major operators Mobitel and Dialog already offer and are developing a 4G network, with 5G on the way. Personally, we used both options in our travels (but at different times), and did not notice much difference in quality and coverage area, so you can choose any of the operators that you like more in terms of tariffs.

  • Dialog tourist packages (tariffs)

    Currently there are three options (each valid for 30 days):

    • Dialog SIM card with 20GB internet package for 30 days. Cost – 1399 rupees package (approximately 4.23 USD).
    • Dialog SIM card with 30GB internet package for 30 days. Cost – 1799 rupees package (approximately 5.44 USD).
    • Dialog SIM card with 50GB internet package for 30 days. Cost – 2450 rupees package (approximately 7.4 USD).

    As for non-tourist tariff plans, you can check them here - https://www.dialog.lk/mobile-broadband/prepaid/plan/mobile-data-plans. To activate and manage them, it is most convenient to use the My Dialog mobile app. Install it, link your new SIM card there, and you will get full control over management. Just remind you that you first need to top up your SIM card balance so that the package fee is deducted. You can top up your balance at sales offices, electronically (Russian cards do not work) or using top-up cards.

  • Mobitel tourist packages (tariffs)

    Mobitel offers three options with different validity periods:

    • Mobitel SIM card with 15GB internet package and unlimited calls for 7 days. Cost – 821 rupees package (approximately 2.48 USD).
    • Mobitel SIM card with 30GB internet package and unlimited calls for 30 days. Cost – 1540 rupees package (approximately 4.65 USD).
    • Mobitel SIM card with unlimited internet and unlimited calls for 30 days. Cost – 5131 rupees package (approximately 15.5 USD).

International roaming of your home operator in Sri Lanka

Using your home SIM card in roaming in Sri Lanka is very expensive, especially if you forget to connect options and accidentally go online or make/receive a call. Russian operators offer paid connectable options for saving in international roaming, but they still cost much more than a local or tourist SIM card.

So remember! Without connected options, all incoming calls for you will be paid and very expensive, outgoing calls are even more expensive. And if you do not turn off data transfer, then a modern smartphone, even without your actions, will constantly download and transmit data by itself. Only incoming SMS remain free. Therefore, if you are not a very confident network user, it is better to remove your home SIM card from the device while still on the plane, or pre-set a ban on Internet access in your personal account or through customer support.

How much mobile internet volume (which tariff) to choose in Sri Lanka

How much internet traffic to choose for travel or vacation in Sri Lanka is an individual question and depends on the specific situation, but we will try to explain everything:

For understanding, simple text messages in messengers without video and images take up mere kilobytes. To view one page of an average website, such as this one, it will take 1-3 megabytes. If the page has a lot of images, it can be up to 10 megabytes. A lot of traffic is spent when using online maps, translators, and voice input. But the most is spent on watching or downloading videos, here megabytes go by the dozens.

If you suddenly forgot, 1 gigabyte is 1000 megabytes (well, actually 1024, but marketers use 1000). So, 1 gigabyte will allow you to calmly use messengers during the day, view pages with images in a reasonable amount, use online maps and navigation, but for unlimited video viewing, this will not be enough.

From personal experience, we always take 20-30 gigabytes for a 1-month trip with active travel, use of online maps, viewing social networks (without video), for booking tickets and hotels along the way. This is always enough and there is still unused traffic with economical consumption and use of WiFi in hotels. But if you need the network for entertainment, i.e., watch videos, play online games, make video calls, then this volume will not be enough. Then take 50 GB or unlimited for a month, and for a couple of weeks of vacation, 30GB will be enough.

Is it possible to buy an e-sim in Sri Lanka

Yes, you can easily buy an e-sim, they are sold in the same offices and sales points as regular SIM cards.

As an alternative, you can buy international tourist eSims online, but it will be more expensive. But there are also advantages to buying a tourist eSim: the internet will work immediately upon arrival, and such SIM cards work immediately in different countries, i.e. you will have connection even during layovers. Wi-Fi in hotels

As for Wi-Fi internet, it is offered for free by most hotels, cafes and restaurants (look for Free Wi-Fi signs). There are free networks at Colombo Airport.

Unfortunately, the presence of free Wi-Fi in the hotel description does not always mean that it will be in your room, and sometimes you have to go to the reception or the hotel restaurant to catch the network. Also, guesthouse owners often turn off routers at night, and you have to ask them to turn them on. Wired Internet (cable connection) is very rare in hotels; usually, a cellular operator's router is used with very low speed and unstable connection. Therefore, if having internet is critical for you, it is better to think about purchasing your own SIM card rather than relying on Internet in hotels.

There are no free city networks in tourist areas yet, as is done, for example, in Vietnam, but perhaps this is a matter of the near future.

Да, работает везде в роуминге, но нужно вроде как включать услугу или это зависит от тарифного плана. Почитайте на сайте оператора, у них про роуминг есть отдельная страница.
