For the festival, buildings and unusual art objects were built right on the shore, which have now become the main attraction in Popovka and Mirny. The author, leader and ideological inspirer of the project is Nikita Marshunok. From 2001 to 2013, the administration of economic activities was carried out by LLC "Center for youth initiatives "Zebra" under the leadership of Nikolai Karpov.
The festival has been repeatedly accused as a "drug festival with a philosophy of debauchery" and caused public outrage. During the festivals on its territory, the distribution of narcotic substances and other crimes were repeatedly recorded.
In early March 2016, the authorities of the Republic of Crimea, together with the Office of the Federal Drug Control Service, announced a ban on holding a "festival of pro-drug youth subcultures" on the territory of the Republic.

Z. City is located on Popovka Beach on the south side, is it at the bottom of the map or on the left side of the beach (Z.City on the map).
