What You Need to Know About Pobeda Airlines Before You Fly

Pobeda is a subsidiary of Aeroflot and the main Russian low-cost carrier. It flies around the country and abroad, sells tickets cheaper than anyone, and regularly becomes the hero of angry social media posts. The reason is not that the airline is "bad", but that passengers use it like a regular airline, while its rules are different. Stricter than any other carrier in Russia, and they do not change in your favor, even if you ask very nicely.

Below is what is really worth knowing before buying a ticket. Not to talk you out of it, but so you do not run into fines at the counter, do not get stuck at the gate with a suitcase, and do not end up without a seat next to your family.

Why people criticize Pobeda, yet it still flies

The low-cost business model is simple: the base fare is only the flight and hand luggage. Everything else is a separate service. Baggage, seat selection, food, check-in at the airport counter (for some fares), even calling support – all of it is paid. You pay exactly for what you use. Irritation arises when a person buys a ticket for 999 rubles and expects 30,000-ruble service.

The second reason for the hype is the strict discipline of the staff. Hand luggage does not fit the dimensions – you do not fly. You are a minute late for boarding – the door is closed. No persuasion, tears, or "but I will be quick" work. This is not rudeness, it is the regulation. Understanding this in advance is cheaper than arguing at the gate.

Fares: what is included in each

Pobeda has three package fares that differ only in the set of services and refund conditions. The names and contents may change, so always check the airline's website before buying.

• Basic – the cheapest. You take into the cabin everything that fits in the 36×30×27 cm sizer, with no weight limit. Baggage, seat selection, and food are purchased separately; a seat without purchase is assigned randomly. The ticket is non-refundable.
• Beneficial – plus a suitcase up to 10 kg. The cabin seat is selected free of charge, but only online or via the call center and no later than the start of airport check-in.
• Maximum – 20 kg baggage and flexibility. The included baggage allowance can be replaced with skis, a snowboard, hockey equipment, or weapons. In the "Beneficial" fare this replacement is not available – this is important for those choosing a fare for a ski trip.

Hand luggage: the main source of scandals

This is the hottest question among passengers and the most frequent cause of conflicts at the gate. This is exactly where Pobeda is strictest, and this is where 90% of all problems are concentrated. Let us break it down point by point.

Dimensions 36x30x27 and the one-piece rule

For free, you can take into the cabin one piece of hand luggage no larger than 36 x 30 x 27 cm. This is, simply put, a medium backpack or a medium-sized handbag. A regular hand-luggage suitcase (the one that passes with most airlines) does not fit here – it is wider and deeper.

The "one piece" rule means that all your things must fit into one unit. You cannot take a suitcase + a bag + a purse – that is already three pieces. At the gate this is checked, and for the extra you will have to pay as for baggage, and sometimes even more.

A practical point about placement. Basic hand luggage 36×30×27 cm is usually placed under the seat in front of you – this is a key difference from most airlines. It is not intended for the overhead bin. If you have the paid "XL hand luggage" option, its dimensions allow you to place the bag in the overhead bin.

Is there a weight limit

Officially, Pobeda has no weight limit for hand luggage. At all. Carry bricks if you like, as long as they fit in the sizer and you can lift the bag into the overhead bin yourself. If you cannot lift it, that is your problem; staff do not help.

But there is a nuance. The no-weight rule applies as long as the bag fits the dimensions. As soon as it stops fitting, the baggage tariff kicks in, and there the weight is regulated: 10, 20, or 32 kg depending on the purchased option. So when the internet says "Pobeda hand luggage weight is 10 kg", it refers either to old rules or to a specific fare with baggage.

The sizer at the gate: how to avoid it

Before boarding the plane there is Pobeda's branded sizer – a metal frame with a 36x30x27 cm cell. Staff ask you to put your hand luggage in it. It does not fit – go pay for baggage. And here is where the most unpleasant part begins: there is no time for this anymore. The flight closes for boarding strictly on schedule, and if you go to pay for oversized items, you may not be allowed back.

So the best advice is to measure your hand luggage at home or before check-in, where there are also sizers. Not "by eye" and not "it looks about right". Even a couple of centimeters of excess can be decisive, especially on connecting flights where you have 40 minutes for the transfer.

Handbag, backpack, laptop – what is counted separately

According to Pobeda's rules, in addition to the main hand luggage, you can carry one additional item from the list for free:

• a handbag or briefcase;
• a backpack (small, comparable in size to a handbag);
• a document folder;
• a laptop or tablet in a case the size of the device, without additional pockets;
• a walking umbrella (but not a beach umbrella);
• a bouquet of flowers;
• outerwear;
• one suit in a folding garment bag (the contents must be shown at the employee's request);
• baby food for a child;
• crutches, a cane, a walker, a wheelchair;
• a bassinet or restraint device for a child under 2 years old;
• duty-free goods in a sealed bag up to 24×32×10 cm.

A practical point: if your additional item is a backpack, then your main hand luggage should be, for example, a 36x30x27 case. But two backpacks is already too much. Staff look not only at the formal list but also at the combined size: if you have a huge backpack on your shoulders and another one in your hands, there will be questions.

Separately about the laptop and camera. It is not counted as a separate piece if it is inside your hand luggage. If you carry it in your hands, it is already a "second hand luggage", and at the gate they may ask you to put it in the bag, so it is easier to put the equipment inside the main piece right away. However, since 2026, a laptop in a soft case can be carried separately, above the norm.

XL hand luggage: how much it costs and whether it is worth it

Pobeda has a paid "XL hand luggage" option. Dimensions – up to 55×40×25 cm, with no weight limit. Approximate cost: from 3,499 ₽ online, 5,000 ₽ at the airport. Check exact prices when buying a ticket on the airline's website.

Is it worth taking? Depends on what you are carrying. For a short flight with a backpack and a couple of T-shirts – no need. For a flight with a laptop, camera, and a couple of changes of clothes – quite justified. Such luggage is already placed in the overhead bin, not under the seat.

Keep in mind: it is cheapest to buy XL online when booking a ticket or through booking management. You cannot buy it at the gate – if a passenger decides to buy XL already at the airport, they will not be able to.

Liquids and perfume in hand luggage

Here Pobeda follows global security rules and does not invent anything of its own. In hand luggage you can carry liquids in containers of no more than 100 ml. All containers must fit into one transparent bag of up to 1 liter. One passenger – one bag.

Important: a larger bottle with less than 100 ml of liquid left will not pass – the guideline is the volume of the container, not the amount of contents. The bag for liquids is a transparent plastic zip bag, up to 1 liter, one per passenger, and it must close.

What counts as "liquids": water, juices, cosmetics (cream, toner, toothpaste, shower gel), perfume, aerosols, deodorants, lotions, jam, yogurt. Yes, toothpaste is also a liquid. And hand cream. And even eyeliner.

Perfume: if the bottle is larger than 100 ml, it will not be allowed into hand luggage, even if only a little remains inside. The guideline is the volume of the bottle itself, not the amount of contents. Small 5–30 ml samples pass without problems.

Power bank, hairdryer, razor, umbrella, medicines

The questions asked most often, and short answers to them:

• Power bank – allowed only in hand luggage, never in checked baggage under any circumstances. Capacity – up to 100 Wh. Devices from 100 to 160 Wh – only after agreement with the carrier. Above 160 Wh – prohibited. One passenger may carry no more than two power banks. There must be clear factory markings of capacity on the body – without markings the device may not be allowed through.
• Hairdryer – allowed in hand luggage, but better in checked baggage. If your hand luggage is already at its limit, a hairdryer will eat up precious centimeters.
• Razor – electric is allowed, a regular one with blades only in checked baggage. Disposable razors in hand luggage usually pass, but it may depend on the security check.
• Umbrella – allowed both in hand luggage and checked baggage. A compact one in a backpack, a long one in checked baggage, because it will not fit the dimensions.
• Medicines – allowed in hand luggage in reasonable quantities. Liquid medicines up to 100 ml. If you have a prescription drug, bring the prescription or a doctor's note.
• Electronic cigarette and vape – only in hand luggage, prohibited in checked baggage. Vape liquids – in the common bag with liquids up to 100 ml.

Baggage: separate in "Basic", included in "Beneficial" and "Maximum"

Pobeda has no free baggage above the fare on any flight, including international. In the "Basic" fare baggage is not included – you must pay extra for each piece. In "Beneficial" and "Maximum" one piece of baggage is already included in the ticket price. The only exception is promotions and promo codes that the airline sometimes runs (for example, free baggage on certain routes).

How much it costs to add baggage. Exact prices change, but the principle is: the earlier you pay, the cheaper. The lowest price is when buying a ticket on the website, in the additional services section. The highest is at the airport, especially at the check-in counter. The difference can be 3-5 times. Approximate prices are in the table below; check them at purchase.

Important about dimensions. Regardless of weight, the sum of the three dimensions of each piece of baggage (length + height + width) must not exceed 203 cm. This is Pobeda's standard requirement for all checked baggage. If the suitcase is larger, it is processed as oversized, and the cost may be significantly higher. So before buying a ticket, be sure to measure your suitcase with a tape measure.

The cost of baggage is formed according to established tariffs and may vary depending on the departure date, route, and time of purchase. The prices indicated are the minimum ("from"), the most favorable prices when buying online. At the airport they will be significantly higher.

Excess weight surcharge is calculated at the airport at the check-in counter individually, depending on the excess weight and fare. Check the exact cost of excess weight with the airline representative at the airport.

One more point: if you have already bought a ticket without baggage, you can add it online no later than 1 hour before departure via the website or booking management. After check-in, you will no longer be able to pay extra, only pay at the airport at the highest price.

It is worth mentioning the "Additional seat" service – you can buy the neighboring seat for fragile baggage up to 32 kg and up to 38×40×110 cm. For transporting musical instruments or large equipment, this may be cheaper than oversized baggage.

Is food served on board and can you bring your own

There is no free food on board Pobeda. Never, on any flights. Free only water, and only on request. Water is given free without limits – you can ask again.

Paid meals appeared in 2024, but it must be ordered in advance. The deadlines depend on the departure airport: for flights from Moscow (Vnukovo and Sheremetyevo), St. Petersburg, and Sochi – no later than 12 hours before departure; from other airports – no later than 24 hours. You cannot buy food on board.

Approximate sets and prices: baby food (under 2 years) – from 700 ₽, baby food (over 2 years) – from 850 ₽, "Home" set (Russian salad, ham and cheese sandwich, tea) – 1,045 ₽, "Classic" (Caesar salad with chicken, chicken sandwich, tea) – 1,430 ₽. New sets have also appeared: "Flight Attendant's Dream" (chicken sandwich, Passion Fruit Cheesecake pastry, black tea) and "Pilot's" (ham sandwich, Franz Sacher pastry, tea). Check exact prices and availability on the airline's website.

Can you bring your own food? Yes, you can. Formally, according to the rules – only purchased at the airport in the departure zone. In practice, at the pre-flight security check they let you through with your own food in reasonable quantities, especially sandwiches, nuts, fruit, cookies.

What not to bring into the cabin: liquids over 100 ml (we have already covered this), strong-smelling food (flight attendants may ask you to put it away), and alcohol from duty-free (consumption on board is prohibited, even if the bottle was bought in the store).

Seats, reclining backs, and the "no swapping" rule

Seat selection on Pobeda is paid. The booking system automatically seats passengers around the cabin so that as many people as possible want to pay extra for normal seats together. Even a family of four can be scattered around the cabin: 1+1+2 or even 1+1+1+1. The exception is families with children, more on that below.

Approximate prices for seat selection: rows 19–32 – from 199 ₽; seats 2ABC, rows 3–11, 12–14ABC – from 249 ₽; seats 12–14DEF and rows 17–18 – from 649 ₽; rows 15–16 – from 999 ₽; seats 1ABC and 2DEF – from 1,499 ₽. Check exact prices when buying a ticket.

Important for families with children: by a court decision, Pobeda amended its rules and now seats children aged 2 to 12 and their accompanying adults together free of charge (provided they are booked simultaneously in one order). Since 2026, the airline takes all possible measures to seat an adult client and a young traveler aged 12 to 18 together on board. To do this, check-in must be at the airport, not online.

Unaccompanied child. Since March 1, 2026, the service has been extended to children from 5 to 18 years inclusive (previously only up to 12 years). The cost is 7,000 ₽ on domestic flights, 100 € abroad. For children 5–12 years old, a 50% ticket discount. Direct flights only.

You cannot swap seats with other passengers after boarding. This is not a whim of the flight attendants but an airline rule, for violating which you may be held liable. Flight attendants may allow a swap if it does not disrupt the center of gravity and does not create a conflict, but do not count on it.

Seat backs do not recline. At all. Physically. This is part of the savings: fewer mechanisms – less weight – less fuel. You will not be able to sleep in flight, but that is the price for a cheap ticket.

Check-in and boarding: the timer is running

Online check-in opens 24 hours before departure. It closes differently: at most airports 2 hours before, in Kazan and Dalaman – 2 hours 30 minutes before, in Murmansk – 2 hours 40 minutes before, in Sheremetyevo, Yekaterinburg, Krasnoyarsk, Nalchik, Novosibirsk, Osh, Samara, St. Petersburg, Saratov, Sochi, Stavropol, Tashkent, and Istanbul – 3 hours before, in Vnukovo and Alanya – 4 hours before. Check the exact time in your ticket or on the airline's website before departure.

Online check-in is unavailable for: unaccompanied children, passengers with animals, passengers with the "Additional seat" service, passengers with disabilities, passengers with weapons, on flights to/from Dubai and Abu Dhabi (except flights from Moscow).

Important change: Pobeda has canceled online check-in for passengers with children aged 2 to 12. Now they check in only at the airport, but receive free seat selection together.

Check-in at the airport is free, but the counters work limited hours: usually open 2-3 hours before departure and close 40 minutes before. In Istanbul, Dubai, and Abu Dhabi – 60 minutes before. Late – you do not fly, the ticket burns.

Paid check-in at foreign airports (25 euro fee), which Pobeda introduced in 2018, was canceled in November 2019 after a court decision. So now check-in at the counter at foreign airports is free, as in Russian ones.

Boarding the plane is a separate quest. Boarding ends 25 minutes before departure – this is a single rule for the entire route network since June 2, 2026. They close strictly on time, even if you are standing two steps from the gate. Late by 30 seconds – you will not be allowed in, and this is not an employee's mistake but a rule.

Traveling with children

For families with children, Pobeda has separate rules that are important to know in advance.

• Children under 2 years old without a separate seat. On domestic flights – free. On international – 90% discount from the fare (for bookings from 10.02.2026). Baggage cannot be checked, except a stroller or car seat.
• Children under 2 years old with a separate seat. 50% discount from the fare.
• Children from 2 to 12 years old. 50% discount from the fare only on domestic flights. On international flights the discount does not apply.
• One adult can accompany only one infant under 2 years old. A second adult is required, otherwise the child will not be allowed on the flight.
• Adding a child under 12 to an existing booking costs 800 ₽.

Baby stroller. Carried in baggage free of charge, one stroller per child. Can be checked in at check-in or at the aircraft steps. Sled-strollers, car seats, and scooters – only in baggage for an extra fee.

Child car seat. Can be carried free of charge in the aircraft seat when transporting a child under 2 years old with a separate seat. Dimensions – no more than 50×40×75 cm. The car seat must have a manufacturer's marking confirming it can be used on air transport.

Seating together. As already mentioned in the section about seats, children from 2 to 12 years old and their accompanying adults are seated together free of charge (when booked simultaneously in one order). Since 2026 – the same rule for children 12–18 years old. To do this, check-in must be at the airport, not online.

Traveling with animals on Pobeda

Pobeda transports pets only in the cabin. Not in the baggage compartment. There are two options.

• Option 1: in a container under the seat. Cats, small breed dogs, birds, dwarf rabbits, ferrets. Total weight of the container with the animal – no more than 8 kg. Container dimensions – within hand luggage 36×30×27 cm. Cost: from 2,499 ₽ on the website and call center, 3,499 ₽ at the airport.
• Option 2: "Pet in a seat". The animal is placed on the neighboring seat in a carrier. Carrier dimensions – no more than 55×35×30 cm. Total weight with the animal – no more than 15 kg. Cost: from 4,999 ₽. Can be arranged only when buying a ticket. Up to three pets of the same species are allowed in one carrier, and each must be able to lie in a natural position, stand up to full height, and turn 360 degrees.
• Guide dogs are carried free of charge in the cabin, with documents confirming special training.

Important restrictions: animals cannot be placed near emergency exits (seats 1ABC, rows 15–16, and seats 2DE). On flights to the UAE and from Uzbekistan, animals are not transported (except service dogs and guide dogs). Online check-in for passengers with animals is unavailable – only at the airport.

The request must be made via the call center or website in advance. The number of seats in the cabin for animals is limited, and on popular flights they are taken weeks in advance. You cannot just show up at the airport with an animal – you will be turned away.

What you will need: a veterinary passport with vaccinations, a health certificate (for international flights – with a note on microchipping and parasite treatment), sometimes – a pedigree certificate for purebred animals.

Special baggage: skis, bicycle, musical instruments

Transporting sports equipment and oversized items is paid separately. Approximate conditions and prices:

Important: In the "Maximum" fare, the included baggage allowance can be replaced with skis, a snowboard, hockey equipment, or weapons. In other fares, special baggage is paid separately. This is important for hunters and athletes.

It is cheaper to pay for special baggage online when buying a ticket. At the counter and at the gate, prices are higher. If you doubt whether your equipment will fit the dimensions and weight, write to support in advance.

Ticket refunds and exchanges

The standard low-cost rule: tickets are non-refundable. If you refuse the flight of your own free will – the money will not be returned. Exceptions are forced refunds.

What counts as a forced refund:

• Illness. Confirmed only by an electronic certificate of incapacity for work, except for students, pensioners, and military personnel.
• Death of a close relative.
• Denial of entry.
• Cancellation or delay of the flight by the airline – even a 10-minute postponement.

Refund Service is a paid option that can be added when buying a ticket. The cost is 1,500 ₽ per passenger. It allows you to return a ticket on a non-refundable fare no later than the end of check-in for the flight. The service cannot be added to already issued tickets – only at purchase. If you return less than 24 hours before departure, a penalty of 25% of the fare is withheld.

For a forced refund, you need to submit a request via the website (the "Refund" section) with documents attached: a medical certificate, death certificate, visa refusal, and so on. The refund goes to the card you paid with, the term is from 3 to 14 working days when paying by card.

Ticket exchange is possible but paid: an additional payment for the new fare + a change fee. For "Basic" and "Beneficial" fares, exchange is available no later than 48 hours before departure via the call center, with a penalty. For "Maximum" – 48 hours, and a repeat exchange – 5,000 ₽ per segment. Sometimes an exchange is more expensive than just buying a new ticket. Calculate carefully.

If you have already checked in online and want to request a refund – first cancel check-in via the website or call center. Without this, the refund request may not be accepted.

Support: why it is cheaper to write than to call

Calling Pobeda support is paid. The cost is from 78.69 ₽ to 85.25 ₽ excluding VAT per minute, including the time waiting for a conversation with the operator, depending on the region and telecom operator. Payment is charged even for the waiting time. 10 minutes in the queue is already 700–850 rubles, and that is just to get through. Plus your costs for communication with the operator.

Connection is possible only with access to paid lines – Yota subscribers and corporate numbers often have access disabled. For some passengers this means they physically cannot get through.

It is easier and cheaper to write by email. The main addresses:

If the problem is urgent (for example, a flight delay right now) – go to the airline representative at the airport. They are on site and resolve issues faster than the call center.

Promo codes, scammers, and screenshots

Promo codes for Pobeda tickets are not sold. There is no "50% discount with a promo code" from private individuals and Telegram channels. That is a pure scam. The only real promo codes are those the airline itself publishes on its social media and official website. For free.

A separate tip: when buying a ticket online, take a screenshot or photo of every stage of the booking. In passenger reviews there is periodic information about "glitches" when after payment the ticket turned out to be issued in the wrong direction, for other dates, with first and last names mixed up. Most likely, this is a consequence of the user's own inattention, but screenshots help to quickly prove your case.

A short pre-flight checklist for Pobeda

Let us put everything into one list. Check before you leave for the airport:

• Hand luggage dimensions – no more than 36x30x27 cm. Measured with a tape measure, not "by eye".
• Liquids – in bottles up to 100 ml, in one transparent bag up to 1 liter.
• Power bank – in hand luggage, no more than two, up to 100 Wh, with markings on the body.
• Baggage paid online if needed (no later than 1 hour before departure).
• Seats selected online if it is important to sit together (or check-in at the airport for families with children).
• Online check-in opens 24 hours before and closes 2–4 hours before departure (depends on the airport).
• Food ordered 12–24 hours before departure or brought with you if flying more than two hours.
