Yes, it is possible, but the exchange rate is poor, and you will have to search quite a bit for places to do it. During our last trip along the route Langkawi-Penang-Ipoh-Pangkor-Malacca-Kuala Lumpur, we constantly checked this issue and encountered ruble exchange only in a few places, and it's not even certain that they will actually accept them at a specific moment, since even despite having rubles on the exchange rate board, they were not always ready to accept them. The exchange rate for rubles is extremely unfavorable, losses compared to exchanging through dollars, euros, or yuan will be simply huge.
The only exception where the ruble exchange rate turned out to be more or less acceptable is the exchange offices in Kuala Lumpur at the Mid Valley shopping center. This shopping center is the best place for currency exchange in all of Malaysia known to us, there is always the best exchange rate, including for rubles. But even there, the ruble exchange rate will be noticeably worse than through an intermediate currency. For example, if you are in the know, the spread between the official market exchange rate of rubles and the purchase rate here is more than 7%, which is very high. But as a last resort, if you are completely out of money, you can exchange here.
