No, cash Russian rubles are not needed by anyone on the island of Bali, so you cannot exchange them at a normal rate anywhere on the island. In particular, we saw rubles on the board at the Central Kuta network exchange office, but the purchase rate for rubles there was twice as low as the official (exchange) rate, and it's not certain that they would even accept them there. So for now, forget about bringing cash rubles to Bali and Indonesia in general, they will be useless there. But as an option, you can exchange non-cash rubles through private exchangers (but be careful, there is a lot of fraud), or make an exchange through cryptocurrency exchanges, which will be even more profitable than exchanging through cash dollars.
