Yes, of course you can. At Bangkok's Suvarnabhumi Airport and Don Mueang, tourist SIM cards from any local operators are sold. The choice of tariffs is huge. You can find them at counters upon arrival, still in the international zone where you will collect your luggage, as well as in the arrivals hall after you exit through customs. Tourist SIM cards are sold there with a markup from sellers. They are not very expensive, but if you want to save money, buying a SIM at the airport is not necessary. You can easily take a taxi or bus to your accommodation and buy a SIM card there at travel agencies on the street (tourist packages like at the airport) or local prepaid SIM cards in supermarkets (those used by locals and cheaper).
