Yes, SIM cards are sold at Phuket airport, you can buy them without any problem. From our own experience, we saw SIM cards sold at counters at the exit in both the international and domestic arrival terminals. But again, from our experience, buying a local tourist SIM card here is not necessary at all. You can easily take a taxi or bus to your accommodation and buy a SIM card there at travel agencies on the street (tourist packages like at the airport) or local prepaid ones in supermarkets (used by locals and cheaper). To order a taxi, you can use the free airport WiFi.
