Currently, the only major Russian bank issuing working UnionPay cards is Rosselkhozbank (RSHB). Cards from other banks, including Gazprombank, Russian Standard, and Tinkoff, no longer work. If you plan to apply for UnionPay, contact RSHB specifically—this is a proven option actively used by travelers.
