Do they check insurance when crossing the border

When crossing the border, they can check the availability of travel insurance, both already included in the travel package and issued independently, but only at the entrance to another country. When leaving Russia, no one will ever ask you for an insurance policy. However, as practice shows, insurance is checked in isolated cases, and then only when you enter a visa state, or there is a country that has established requirements for the mandatory availability of an insurance policy.
