Yes, formally a visa on arrival in Sri Lanka is still issued. This is an official procedure, but it has important pitfalls, so it is better to rely on it only as a last resort.

If you decide to get a visa at Colombo airport, it will cost 60 US dollars – more expensive than the electronic ETA permit, which when applied online for most tourist categories costs from $50. However, the biggest problem is not even the price, but the fact that without a pre-arranged ETA, you may simply not be given a boarding pass for your flight at the departure airport. Airlines are obliged to check that passengers have the right to enter the destination country, and if there is no electronic permit, they have every right to refuse to fly. It turns out that you risk losing both your vacation and the money spent on tickets.

To avoid risk, it is wiser to always apply for an ETA in advance on the official website eta.gov.lk. Moreover, for citizens of Russia and about forty other countries (including Belarus, Kazakhstan), from May 25, 2026, a visa for up to 30 days is not needed at all – for them, the ETA is issued free of charge. But even this free electronic form must be filled out before departure, otherwise the same story: you may not be allowed on the flight.

Please note: for Russians, a visa on arrival at Sri Lanka airport is not required. If you have an approved free ETA in advance, you simply go to passport control, present your passport, and receive a stamp. If for some reason you were unable to obtain the permit in advance (for example, the card payment did not go through), then at Colombo airport, the Visa on Arrival counter is located in the arrival area behind the large Buddha statue. There, they will issue you entry for those $60 in cash. But this is a backup, not the main option.

Also note that for entry to Sri Lanka, your passport must be valid for at least 6 months from the date of entry, and at passport control, you may be asked to show a return ticket or a ticket to a third country. Booking a hotel in advance is not required for entry, but you will need to indicate the address of your first place of stay on the immigration card.
