Yes, there are ATMs in Abkhazia, but there are not very many of them, and they belong to local banks. There are no Russian or international banks (like Sberbank, VTB, Alfa-Bank) in Abkhazia. The "Sberbank" you might encounter is Sberbank of the Republic of Abkhazia, which is not related to the Russian one.
You can withdraw cash from a Russian card at local ATMs, but your bank will almost always charge a fee for using "foreign" devices abroad. An exception is, for example, the "Mir" debit card from T-Bank (formerly Tinkoff), from which you can withdraw up to 100,000 rubles per month without a fee.
You can also withdraw cash through a POS terminal at a bank counter, but the local bank may charge a commission for this operation (e.g., 2% of the amount).
