No, the import of electronic cigarettes into Vietnam is prohibited. From January 1, 2025, the country has a complete ban on the production, sale, transportation, use, and advertising of any types of electronic cigarettes (vapes).
This is a new law, and it is not yet entirely clear how strictly it will be applied to tourists in practice. However, formally, carrying electronic cigarettes and their liquids across the border is a violation. We advise not to risk it and not to take them with you to avoid possible problems at customs, including confiscation.
As for regular cigarettes, their import is allowed in limited quantities: up to 200 pieces, or 20 cigars, or 250 grams of tobacco per adult person.
