Answer

To rent a motorbike or scooter, category 'A' is required, and in most cases, even a license is not needed, since rental companies do not ask for it. From personal experience, we have rented motorbikes many times in Sri Lanka and ridden hundreds or even thousands of kilometers, and there was only one time when we were asked to show a license when renting – it was in Jaffna.

However, to drive on the roads of Sri Lanka, you must have a license with category 'A' open. Even if you have category M, B, C, or anything else, without category 'A' it is not considered valid. Again from our experience, police actually stop tourists on the road and actually check licenses and category 'A'. The fine for driving without a license or even if you have a license but no category 'A' is officially 25,000 rupees, which is about 90 US dollars. Some travelers report that they got away on the road with a bribe of a few thousand rupees, but we personally have not had such experience.
