To be completely legal, you must have an open category "A", because even driving the smallest scooter on public roads in Vietnam requires a license, and specifically category A. Even if you have category M, B, C or anything else, without category A it doesn't count. However, in reality, when renting, they don't even ask for a license, let alone the category. As for police checks, you very rarely encounter police on the roads of Vietnam, including in Mui Ne. From personal experience, we have traveled thousands of kilometers on Vietnamese roads, perhaps even tens of thousands, and have never encountered police, although our documents are in order.
