Yes, in theory you should have an open category "A", because driving even a low-power scooter on public roads in Vietnam requires a license, and specifically category A. Even if you have category M, B, C or anything else, without category A it is not considered valid. However, in reality, when renting, they often don't even ask for a license at all, let alone the category. As for police checks, encountering police on the roads in Vietnam and on Phu Quoc in particular is very rare. From personal experience, we have traveled thousands of kilometers on Vietnamese roads, perhaps even tens of thousands, and we have never encountered police checking documents.
