They may require leaving a passport plus cash of 100-300 dollars as a deposit. But sometimes you can get by with a photo of your international passport, especially if you rent at the hotel where you are staying. In some cases (from our experience, this was in Ella, Trincomalee, Arugam Bay) rental companies may not check documents at all. They rarely check licenses when renting - only in 2 out of 10 cases, but for driving on roads, you definitely need at least an international license category "A". Without a license, the fine is up to 25,000 rupees.
