In the Russian Federation, the procedure for traveling abroad is regulated by the federal law "On the procedure for leaving the Russian Federation and entering the Russian Federation" of 15.08.1996 N 114-FZ. Only this law can establish prohibitions and restrictions, and no other. And this law gives the right to all Russian citizens to travel abroad freely, and to return unhindered. The presence of debts
This is the first and most common reason for refusal to leave. Expired passport
Obviously, the validity of your passport should not end at the time of departure and at the time of return. At the airport, this situation is unlikely, since air tickets are purchased using passport data and are automatically checked when buying. But when crossing the land border by car or train, this can happen. And in fact, but not so few people "wrap up" at the border because of the expired passport, because ordinary tourists at best take it in their hands only a few times a year, so it's easy to forget that it is already invalid.
Moreover, to enter another country there are also requirements for the minimum period of its validity. ie you, for example, it must be valid for at least another 6 months at the time of entry. Departure with a minor child
Relatives or guardians with a minor child cannot leave without a power of attorney from their parents. The law provides for other reasons why you may not be released. These are access to state secrets, military service or alternative military service, recognition as a suspect or accused, conviction, service in the FSB. There is one more moment with departure outside the Russian Federation, which concerns only employees of the Ministry of internal affairs
This is a very "slippery" topic, but if you are among the employees or employees of the Ministry of internal affairs, or are just going to join their ranks, you should know this. Since 2014, the Ministry of Internal Affairs has an unspoken, undocumented and contrary to federal law ban on traveling abroad.
