Which beach in Pattaya is the cleanest and clearest for swimming?

In Pattaya itself, the water on the city beaches is murky due to suspended sand, clay, and silt — it's not dirt, but a natural feature of the Gulf of Thailand. The cleanest beaches are in southern Jomtien and especially in Na Jomtien. There the water is noticeably clearer, the beach is wide, the sand is white, and there are few people. Another option is Koh Larn Island (Koh Larn), which is 30–40 minutes by ferry from Bali Hai Pier. There the beaches have turquoise water and corals, ideal for a day at sea. If you are in the Central area, you can swim — the water is clean, albeit murky in appearance. The main thing is to check the tide schedule: at low tide the water recedes far, exposing rocks, especially on Cosy Beach and Asia Beach.
