Yes, there is, and it's one of the main "features" of the tower that many people don't know about! In addition to the enclosed panoramic observation deck on the 83rd floor (where you get a free cocktail), there is an open rotating observation deck on the 84th floor. It is a ring-shaped balcony under the open sky that slowly rotates around its axis.
