Yes, a license for a scooter or moped in Thailand is mandatory. Despite the fact that you may be rented a bike without document verification, when meeting a police officer you will be fined. According to the local law "Motor Vehicle Act" of 1979, any mechanical vehicle on public roads requires a driver's license.
There is no category "M" for mopeds up to 50 cc in Thailand. To drive a scooter or motorbike, you must have category "A" or "A1" (for engines up to 125 cc) open. If you do not have these categories in your Russian license, you are not allowed to drive.
The fine for driving without a license is up to 1000 baht, and the vehicle may also be confiscated. In addition, if you get into an accident, you will be found at fault, and travel insurance will not cover treatment. We advise you to open the necessary category in Russia in advance.
