This is one of the most common questions from independent travelers planning to explore the islands by motorbike or car. Now we will give a clear and proven answer.

✔ Short answer: do I need an IDP?

No, an International Driving Permit (IDP) is not required for renting and driving a vehicle in the Philippines.

And this is not just a concession for tourists. The Philippines is a party to the Vienna Convention on Road Traffic. According to it, to drive a vehicle it is enough to have a national driver's license from another country that is a party to the convention.

This means that regular new-style licenses (plastic card) will suffice if your country has also signed this convention. See the full list of countries at the link above or Google it. We note right away that Russia, as well as holders of Ukrainian, Belarusian, Kazakh and other licenses from countries that are parties to the convention, are included in this list, i.e. IDP is not required.

This license is enough for renting in the Philippines
You don't need to get such an IDP specially

We have repeatedly managed to rent both motorbikes and cars, presenting only Russian licenses. Landlords accept them perfectly.

⚠ Important nuance: what category of license is needed?

Attention here! Although IDP is not required, the police, unlike some landlords, may look closely at the category in your national license.

  • For a motorbike (scooter) you need category «A». Categories «M» or «B» for driving two-wheeled motor vehicles on public roads are not suitable.
  • For a car, accordingly, you need category «B».

Previously, this could be overlooked, but in recent years, according to our observations, checks have become stricter. The rumor that «nothing is needed at all» for a scooter is a myth that can be costly.

🚧 Road checks: personal experience

The situation on different islands can vary dramatically. Let's share our impressions:

From our practice: In Cebu, on the very first day of the trip from Moalboal to Oslob, we came across a checkpoint (temporary inspection point) where police stopped all «bikers» and thoroughly checked documents. In Bohol, in Tagbilaran, we were simply stopped at an intersection for a random check. At the same time, riding for two weeks in Palawan and a week in Siquijor, we did not see a single traffic police officer. So, as they say, luck of the draw.

Our advice: be prepared for checks in popular tourist areas and on main roads. All documents (license, rental agreement) should be with you.

💰 What is the risk of driving without the required license or category?

Fines in the Philippines are serious. If you are stopped and it turns out that you do not have a license or the required category, be prepared to part with the amount:

  • Driving a vehicle without a license or without the appropriate category – fine 3000 Philippine pesos (about 4000 rubles).

In addition to the fine, you will be disqualified from driving. The motorbike may be impounded, and then you will have to pay for its return as well.

Therefore, our verdict, based on personal trips: take your regular Russian license with you, but make sure it has the correct category for the vehicle you plan to drive.

💙 Life hack: don't forget about insurance!

Standard travel insurance does NOT cover risks associated with driving. A special option is needed. We, for example, save money by using the free insurance from the T-Bank All Airlines card, which includes active recreation (driving a motorbike). You can get the card and insurance via this link with promo code LETIM2025.
