How developed is the tourist infrastructure in Jaffna, Sri Lanka?

The tourist infrastructure in Jaffna is poorly developed. There are no travel agencies, few restaurants for tourists, bars, or vehicle rentals. However, the city is quite developed by local standards: there are markets, shops, pharmacies, ATMs, and currency exchange. In the city center, especially near the bus station, it is always crowded and noisy.
For moving around the region, it is better to use taxis, rented motorbikes, or local buses. Accommodation is mainly budget options, but there are also several comfortable hotels, such as Jetwing Jaffna or NorthGate Jaffna.
