The only thing is, for old bills, you may get slightly fewer Vietnamese dong. Usually, the rate is 100-500 dong lower per dollar compared to new banknotes. But you can fight this—try bargaining at the exchange point.
Hence the advice: if you are in Russia and buying dollars for the trip, it's not worth overpaying for new ones. If old dollars are cheaper than new ones by at least 1.5 rubles, then buying them is more profitable. On Phu Quoc, you will exchange them anyway.
