No, Russian citizens do not need to pay anything when entering Sri Lanka. The entry conditions are currently very simple: no visa is required, you only need to fill out the electronic ETA form in advance on the official website before the trip, and that's it. Upon arrival, simply follow the Arrival signs to passport control, then to baggage claim and customs control.
