No, a visa run or border run does not reset the 60-day counter, and relying on this is a dangerous illusion. Many winterers think like this: "I arrived on a charter flight, took a bus to Malaysia for a new stamp — now I'm a clean overland tourist, and the charter rule doesn't apply to me." In practice, it's different. At passport control, you will indeed get a new stamp. But when you go to the check-in desk for the return charter flight, the staff will look not at your passport, but at their computer database. And the system checks the date of your first arrival in Thailand on this flight. Your short trip to a neighboring country does not reset anything for the aviation authorities.

The rule works like this: if less than 60 days have passed from the date of your very first entry into Thailand to the date of your return flight — you will be put on the plane. If more — you stay at the airport and buy a regular flight.

So "resetting" via the border doesn't work — it's a myth. It's far more important to arrive on regular flights right away, which give you full freedom on the return journey.
