For long-term residence and wintering, the best area is considered to be Pratamnak (Phra Tamnak Hill). This is a quiet hilly area between Central Pattaya and Jomtien. It has excellent everyday infrastructure: chain supermarkets, the famous 'Russian' market Pratamnak (buckwheat, familiar products), pharmacies, exchange offices. There are no noisy bars and parties, but there are many condominiums and apartments that are rented monthly. Geographically, the area is in the center — convenient to get to both Jomtien Beach and the central part of the city on foot or by songthaew. Cons: hilly terrain (everywhere ups and downs), public transport does not enter the area — you will have to walk 1–2 km from the main road to the accommodation. For a short vacation, Pratamnak is not very convenient, but for wintering it is ideal.
