Yes, you can bring diesel fuel in canisters to Abkhazia, but with very strict restrictions. The main rule: when leaving Russia, you are allowed to carry no more than 10 liters of fuel in a canister per vehicle. This is monitored quite strictly, and if you have a larger canister in your trunk, Russian customs officers will definitely ask questions.

Fuel that is directly in your vehicle's tank is not counted — you can carry as much as you want. However, when entering Abkhazia, different rules apply: you can bring up to 20 liters of fuel in canisters duty-free, not counting what is in the tank.
