No, since September 2, 2024, a visa-free regime has been in effect for Russian citizens. Upon entry into the country, passport control automatically places a free stamp in the passport, allowing a stay of up to 30 days. Obtaining an electronic visa or visa on arrival is no longer required. However, starting October 15, 2025, all tourists, including Russians, are required to fill out an electronic ETA form in advance on the official website eta.gov.lk, but for Russian citizens, this is free of charge.
