Is it true that foreigners in Thailand are prohibited from selling local SIM cards?

Recently in our Thailand chat, there have indeed been messages that in some 7/11 stores at popular resorts, they refuse to sell local 'prepaid' SIM cards to foreigners, stating that they are only for locals, and for foreigners only tourist ones. In fact, there is no ban on selling 'prepaid' SIM cards to foreigners, and this refusal is more like an initiative of the retail outlet or even specific sellers who want to earn more. If you are denied the sale of such a SIM card, simply ask for it in other stores, including other networks, not just 7/11.
