No, a PTS is not required to cross the border and enter Abkhazia. Here is the list of documents needed to enter Abkhazia by car:

  • Passport (it's better to enter using an internal Russian passport, not a foreign one)
  • International driver's license (all Russian licenses are valid)
  • Vehicle registration certificate or STS, i.e., "technical passport"
  • If the car does not belong to you and the owner is not in the car, a power of attorney is required, which must include permission for the right to travel abroad. This can be a simple written form of power of attorney with a copy of the owner's passport attached, or a notarized one.
