There are two terminals at Cebu Airport (domestic and international). They are located close to each other, just a few minutes' walk apart. So if you assume all flights are on time without delays and there are no queues at security checks, you can allow 2 hours for the transfer. But in reality, we recommend allowing at least 5 hours for any transfer to have a buffer for unexpected delays.

Also keep in mind that domestic flights in the Philippines are sometimes canceled or rescheduled, which could mean you simply miss your next flight and won't fly; tickets will just be forfeited and no one will be responsible in such a case. You need to consider that the weather in the Philippines can be quite unpredictable and extreme, and at any moment, even in the peak of the "dry" season, a typhoon may come. Then flights may be canceled or postponed, and ferry services may be interrupted. In such cases, you could be stranded on an island without the possibility of reaching Cebu Island and the airport. Such cases happen, and we have experienced this. Therefore, we recommend that when planning your trip, you arrive on the departure island at least one day before your flight, or better yet, two days in advance.
