If we are talking about old-style banknotes issued from 1996 to 2013, those without a security strip but with a large portrait of the president, they are exchanged without any problem. They are exchanged at the BDO bank exchange office at the same rate as new ones, and overall this exchange office has the best rate. But importantly: bank exchange offices only work during the day; at night only private exchange points are open, which decide for themselves whether to accept dollars or not. And also important! The banknotes must be in perfect condition without tears, folds, or any signs of use, otherwise they may not be accepted.

If you have even older banknotes, issued before 1996, they probably won't be exchanged. But such banknotes are not easy to find even in Russian banks nowadays; mostly they offer series issued from 1996 to 2013.
