Yes, you can. In Hanoi, there are several ATMs and payment terminals of the only bank in Vietnam, VRB, which still works with Mir cards. The official list with addresses of stores and ATMs is available on the VRB bank website, where Mir cards are accepted, it is posted here as a PDF file. But it is much easier to find ATMs on Google Maps by searching VRB ATM VIETNAM, just look carefully, because the map mistakenly highlights some other ATMs.
And just in case: we tested the Mir card for cash withdrawal ourselves and got a very sad result. Unfortunately, the exchange rate on it turned out to be significantly worse than exchanging through cash dollars or euros. That is, in the end, from rubles you will get much less dong than if you exchanged these rubles into dong through cash currency. Therefore, we do not recommend using Mir yet.
