Yes, you can. In Nha Trang, there are several ATMs and payment terminals of the only bank in Vietnam, VRB, which still works with Mir cards. The official list with addresses of stores and ATMs is available on the VRB bank website where Mir cards are accepted, it is posted here as a PDF file. But it is much easier to find ATMs on Google Maps by searching VRB ATM VIETNAM, just look carefully, because the map mistakenly highlights some other ATMs.

And just in case: we tested the Mir card for cash withdrawal from our own experience and got a very sad result. Unfortunately, the exchange rate turned out to be significantly worse than exchanging through cash dollars or euros.
