Yes, in Da Nang you can withdraw money from a Mir card, and you can even use it to pay for purchases in some stores. Today, due to sanctions, almost all banks in Vietnam do not work with Mir cards, except for one single bank VRB. And in Da Nang there are several such ATMs and retail outlets with VRB payment terminals. The official list with addresses of retail outlets and ATMs is available on the VRB bank website, where Mir cards work, it is posted here as a PDF file. But it is much easier to find ATMs on Google Maps by searching for VRB ATM VIETNAM, just look carefully, because the map mistakenly highlights some other ATMs.

And just in case: we tested the Mir card for cash withdrawal from our own experience and got a very disappointing result. Unfortunately, the exchange rate on it turned out to be significantly worse than exchanging through cash dollars or euros. That is, in the end, you will get much less dong from rubles than if you exchanged these rubles for dong through cash currency. Therefore, we do not recommend using Mir for now.
