By default — no, but there is an official loophole. The ban on someone else's charter is strict: another charter program will not accept you, and you will be denied a boarding pass. However, you can try to obtain a special paid permission to fly out on someone else's charter directly through the Civil Aviation Authority of Thailand (CAAT). What you need to know about this:
  • The procedure takes a lot of time and requires approval from the airline itself.
  • Such a document costs approximately 40–60 dollars.
  • The request must be sent to the airline, not to the authority — they will handle all the paperwork themselves.
  • Thai officials issue such permits extremely reluctantly.

You definitely should not count on this option as a workable plan — there are too many "buts." It is far more reliable to choose tickets from the start that will not cause problems.

The golden rule of an independent traveler: arrive in Thailand on scheduled flights. Then you will have complete freedom to choose your return flight and no surprises at the check-in counter.
