Yes, you can. At the border with Abkhazia, as at any other checkpoint across the Russian border, the presence of a ban on exit imposed by bailiffs (FSSP) is checked. It is important to understand: they check not the fact of having a debt itself, but the official restriction on exit. If you have a debt of 30,000 rubles or more (or 10,000 rubles or more for alimony) and the bailiffs have issued a decision on temporary restriction on exit, you will be turned back at the Russian checkpoint "Psou" or "Adler" and will not be allowed into Abkhazia. It will not be possible to pay off the debt on the spot and lift the ban right at the border. Therefore, before your trip, be sure to check yourself on the FSSP website or through Gosuslugi.
