You can withdraw money from an ATM in Abkhazia with a Russian card, but it is not always profitable due to commissions. The main hack is to use a T-Bank (formerly Tinkoff) card. This is the only bank that does not charge a commission for withdrawing cash from local ATMs. With a T-Bank debit card, you can withdraw up to 100,000 rubles per month without any commission, and after that the commission will be only 90 rubles per transaction. Credit cards are not suitable for cash withdrawals.

Only local banks operate in Abkhazia; there are no ATMs of Russian or foreign banks. The "Sberbank" you see there is the Sberbank of the Republic of Abkhazia, not the Russian one. With cards from Russian Sberbank, no additional commission is charged at their ATMs, but your bank may charge its own commission for withdrawing from a "foreign" ATM abroad. Withdrawing through POS terminals at bank tellers will cost 2% of the amount.

Keep in mind that banks operate on an inconvenient schedule: from 09:30 to 17:00, Saturday and Sunday are days off. Therefore, it is better to withdraw cash in advance and with a reserve. Also, note that you cannot pay by card everywhere, although recently many stores and even markets accept transfers via Sber or QR code. But you cannot do without cash in Abkhazia.
