Yes, you can bring electronic cigarettes (vapes) to the Philippines. There is no direct ban on them in customs regulations. However, there are important nuances to know to avoid getting into an unpleasant situation.

What customs rules say

Officially, electronic cigarettes are not on the list of prohibited items (drugs, weapons, pornography, etc.). They are subject to general duty-free import norms for personal use. For passengers over 18 years old, it is allowed to import without paying duty:

  • Tobacco products (by analogy with regular cigarettes): no more than 400 cigarettes, or 50 cigars, or 250 g of tobacco. Logically, electronic cigarettes and liquids are equated to this category if considered as an alternative to smoking.
  • Alcoholic beverages: no more than 2 bottles with a volume of up to 1 liter each (including duty-free goods).
  • Food products in factory packaging and any other items for personal use—in reasonable quantities.

If you are bringing several vapes or many bottles of liquid, customs officers may consider this a commercial batch and require payment of duty or ask questions. Therefore, it is better to limit yourself to 1–2 devices and a supply of liquid that looks like for personal consumption.

Electronic cigarettes and spare batteries for them are allowed to be transported only in hand luggage. This requirement is related to lithium batteries: in the baggage compartment, they can cause a fire. Devices with non-removable batteries also cannot be checked in as baggage. Vape liquids, if their volume exceeds 100 ml, are better packed in baggage, after making sure that the vape itself and the batteries remain with you in the cabin.

💡 In short: vape—in hand luggage, liquids—either in baggage (if bottles are more than 100 ml), or in hand luggage in a transparent bag, if the volume does not exceed 100 ml and you are ready to comply with general rules for transporting liquids.
