In fact, at least Grab and Xanh Sm apps work here, as we have personally verified. Both apps register perfectly with Russian phone numbers and accept cash payment to the driver at the end of the trip. So you can install and register in the apps at home, and then use them to order a taxi right upon arrival at Phu Quoc airport. The airport has free WiFi (again, personally verified), you can order through it, or buy a local SIM card right there.
