Although in Vietnam it's easy to see whole families moving around on motorbikes, in reality, a scooter, motorcycle, or moped is generally designed to carry only two people. And by law in Vietnam, you can only ride with two people: driver + passenger. For this, a fine of 400,000 – 600,000 dong (approximately 15-25 US dollars) is imposed, and, of course, immediate cessation of movement.

However, the law also provides for exceptions. You can carry two passengers in case of emergency medical assistance, as well as children under 14 years old. But, unfortunately, the rules do not specify exactly whether you can carry only two passengers who are children under 14, or if you can carry a child under 14 as an additional third passenger along with an adult. Therefore, most likely, if you decide to ride as three people (mom+dad+child), you will have to resolve the interpretation of this issue when meeting with police officers on the spot.

Based on our own experience, we have traveled hundreds of kilometers as three people (mom+dad+13-year-old child) in cities and areas of Da Nang, Hoi An, Hue, Phong Nha, Ninh Binh, Cat Ba Island, and we had no problems with this. A couple of times we even passed by temporary road police posts on the road, and they didn't pay attention to us. But this is our personal experience; yours might be different, so it's up to you to decide.
