No, exchange offices in Sri Lanka do not accept rubles; you should bring cash in dollars or euros and exchange them for local currency. Theoretically, there are private money changers in chats and Telegram channels that exchange rubles for rupees, but such transactions are potentially dangerous and unfavorable even compared to double conversion from rubles through cash dollars or euros, so we advise avoiding them unless absolutely necessary. Also, don't forget that UnionPay cards are still working, at least from Rosselkhozbank. With UnionPay cards, you can withdraw cash from local ATMs, and although it will be slightly less favorable than using cash, it is at least safer than black-market exchange.
