The distance between the cities is only 320 kilometers, but the road goes through Bangkok, so the route takes at least 4 hours, even by taxi. The cost of the trip will be at least 3000 baht (see currency exchange rate Thailand). Transfer by car from Pattaya to Hua hin or Vice versa is possible using the search (price per car up to 4 passengers).
With a stopover in Bangkok
Some experienced travelers prefer to overcome this route using local public transport with transfers via Bangkok. To be done this way you can average 300 baht, but you'll have to endure some inconvenience and spend a full day on the move.
This is the cheapest but the longest way. You will have to drive from Pattaya to the railway station Hua Lamhong in Bangkok by train No. 284 (departs at 14:21, arrives at 18:15, the cost is 31 baht, you can check the timetable here http://www.railway.co.th/checktime). From Bangkok to Hua hin then you need to change on one of the four evening trains departing in 18:30, 19:30, 22:50 and another at 22:50 (4 hours, cost 44 baht, timetable here http://www.railway.co.th/checktime). On the train at 18:30 chances to get virtually no because of frequent tardiness.
Thus on this route you will take 10-12 hours and 75 baht, in Hua hin you arrive late at night.
The cheapest way of moving is to travel by minivans (minibuses) with a transfer at the station to Victory Monument. From Pattaya minivans are in the occupancy approximately every half-hour, the cost of 92 baht, one hour. About the places they are sent from Pattaya can be found here - http://www.pattayavan.com/v2/en/van-routes/ (note the site sometimes offer very bad in Russia, in such case, you can try to open it through Tor browser). From Victory Monument to Hua hin, the minivans depart every 30 minutes, costs 180 baht, three hours.
Thus on the route the vans will take 5-6 hours and 272 baht, but what is bad, carry big Luggage in a small bus is nearly impossible, and safe ride with crazy drivers not name.
Regular buses through Bangkok you should go with a transfer to the southern bus station Sai Tai Mai, because only from there, buses to Hua hin. But the problem is that from Pattaya to the South terminal direct buses no (but to our knowledge), so this variant we do not consider.
