The list of partners in Moscow, St. Petersburg and Kiev (Ukraine) and contact details can be found here www.mfa.gov.sg/content/. Detailed information about the order of visa you can obtain at the partner sites. In addition to these on the website of the partners are other firms intermediaries that provide the opportunity to apply for a visa via the Internet (even without a visit to the firm, which is very convenient), but for their services they may charge additional Commission.
As a rule, in the provision of all necessary documents and a properly executed application for a visa takes a day or two, but still better to deal with this issue in advance, in case if you suddenly find that something is not correctly filled or not those documents. All registration is through the Internet: you send the necessary documents and fill the application form on the website, pay the visa (credit card or electronic money) and after a couple of days to get in e-mail file with visa who need to print. Everything is simple and reliable.
To apply for a visa must submit:

The process of applying for a visa is very simple and is carried out on the sites of the partners in electronic form. For the submission of documents in paper form that is considered an extra service, you will have to pay about 1500 rubles.
The visa itself not issued. Issued visa will be sent to the email address in the form of a letter, which you should print and bring to check at customs. Don't try to cheat by listing a non-existent visa. If you're caught cheating, you face severe punishment.

The cost of visa in Singapore
The consular fee for visa support is 700 rubles, the fee authorized partner visa applications - from 600 rubles. Therefore, the visa will cost 1300 rubles. The visa processing time is 1-3 days.
The validity of the visa in Singapore period of stay
The validity of the visa, up to 9 weeks (a period during which after the visa is issued it is valid, ie you will be able to enter). While visas issued are multiple entry, so you can visit Singapore during the validity of the visa any number of times.
The period of stay in Singapore issued visa after entry does not usually exceed 30 days.
Transit through Singapore
To travel in transit through Singapore provides visa-free travel for CIS citizens and citizens of Georgia for a period of 96 hours. As proof of transit stay in the passport is stamped. However, visa-free transit is provided only upon arrival at the airport. When crossing the border by land, you must have pre-decorated tourist visa.
To leave the transit area of Singapore airport, you must present a ticket for a flight departing within the next 96 hours, the passport and the completed immigration card. It is very important that the transit should be carried out from one country via Singapore to the other. Ie you do not get to visit Singapore for three days and return back to the same country from which you came. Must be a different country.
Formally, there is also a rule that you have to confirm the availability of sufficient funds for stay in Singapore, as well as documents to enter the country to which follow (visa if necessary). But compliance with this condition difficult to verify and therefore it is almost not tested.
Sometimes there are problems with transit travel, when airlines check the issued visa in Singapore even when boarding the plane for the flight to Singapore, and deny boarding to passengers without a visa. This applies mainly to airlines in the Asian region. This is absolutely illegal and is due to ignorance of the transit regime of Singapore airline workers, because if you won't let in Singapore, the airlines will have to account for his take you back. If all the above conditions are met, then you have no right not to let on Board. Pre-print the following note and present this information, if you have a problem:
Nationals of the Commonwealth of Independent States and Georgia may be granted entry into Singapore without visas if they are on transit to or from a third country. However, they are required to fulfill the following conditions:
• They are in transit to or from a third country
• They hold
- A valid passport
- A confirmed onward air-ticket
- Entry facilities (including visa) to the third country
- Sufficient funds for the period of stay in Singapore
• They continue their journey to the third country within the 96-hour visa free period granted
• They satisfy Singapore's entry requirements, as determined by the Immigration & Checkpoints Authority officers at the Singapore Checkpoints
